Plot: According to International Humanitarian Law, the

combatants. Attacks should not be directed against civilians.”2
President Snow habitually violates the primary rule of war. Additionally
to overseeing the Hunger Games that lead to the deaths of twenty three
citizens annually, he bombed District twelve, killing thousands of
innocent folks. to prevent Snow from killing a lot of civilians, Katniss
plans to assassinate him.
